Compare state health record laws side by side
With the laws read October 3, 2026, on the five questions we map (health data outside HIPAA, health information exchange, right to sue, breach notice and AI in care), the 43 states with all five answers checked give 35 different sets of answers. Of these, 32 belong to one state only: no other state shares them. The largest group of states with the same five answers has 5: Kansas, Michigan, North Carolina, Ohio and West Virginia. Seven states are not counted, because at least one of their five answers is not checked yet (Alabama, Alaska, Connecticut, Georgia, Massachusetts, New Hampshire and New Jersey). These counts may change when we finish them.
Each comparison shows the seven questions in the same order, one column per state in the order you pick. A row marked "differs" is a question where the answers are not the same. There is no total and no rank: the questions are on different scales, and some have no best answer.

These states give the same answers on the five questions we map. States with an answer not checked yet are left out, because we can't match an answer we did not check.
